Gardai decide but can be guided by the store. They won’t prosecute something if a complaint isn’t made or if they don’t think a prosecution is possible/necessary.

I think the store can push for prosecution but ultimately up to the gardai but the shop wouldn't have stopped her without proof & being 100 percent that she had unpaid for goods. It will all have been recorded on cctv.
If the gardai said she will receive an adult caution them that is almost definitely what she will get. The shop will have discussed it wuth the gardai.
A friends dc received a juvenile caution for shoplifting from a high st shop. They were told they were lucky it was a caution as the store is known to push for prosecution.
It took ages for the all the files to be sorted & they had to go to the local station to receive the caution & sign for it with a parent present
