Have your tried the iPhone block setting? That should stop all calls and texts.

to be honest although blocking their number might deter them a little... they can just easily use someone elses phone. so looks like you will have to go down the solicitor route. next time they ring answer the call and calmly tell them that they have been reported and that a solicitors letter will follow.
if its a case of something someone bought from them and they say it didnt arrive or doesnt work.... just take it back or refund. anything to get rid of them. sometimes people are just nasty and really not worth wasting time on them. and that could be the cheaper option than a solictor.

Could they add the contact to their phone book, and then in the options for that contact you can select to block him or her?
I don't have an iPhone but this option is available in my contacts menu.

I'm going to get their phone from them again shortly and do a more thorough "blocking".
