In 1931, as a present to celebrate MIL's birth, a local artist painted a picture for her mum.
I don't know the artist's name, the painting is of the seafront, with people walking up and down. The location, at the time was quite posh, people are very well dressed.
How would I go about finding out more about the painting and if possible its value. We don't know the artist's name.

any artist would have either his signature on it somewhere or something that indicates its him in the picture that's how the professionals know who painted some paintings. But as you said it was a local artist, they may never have been famous and if he didn't sign it then its probably only worth the price of the frame.
if you really think it is worth something then take it to one of the auction houses who can value it for you. or at least send them a photo of it and if its valuable, they will be very interested!
